台灣中小型循環經濟企業的挑戰與契機-以某廢棄紙尿片再利用公司為例

Abstract

循環經濟目標是要排除廢棄物的設計，激發整個價值鏈的創新，不再依賴價值鏈末端的廢棄物回收，而是一個超越污染預防與減少廢棄物的方法。政府這二年積極推動『五加二』創新產業，其中循環經濟產業更是其積極推動的七大重點產業之一。 台灣自2009 年至2016 年中小企業不論在家數、平均銷售額、平均年出口貢獻對台灣整體經濟發展皆具有舉足輕重的影響。然中小企業在1、缺乏資金2、缺乏技術研發能力3、缺乏知識訊息4、易增加行政配合的負擔5、易受低成本企業文化的影響6、缺乏法規與政策支持7、缺乏供應商與消費者支持等面向上，則是其轉型至循環經濟的挑戰。 個案公司獨家研發的尿布回收精靈專利技術，透過「尿布減重精靈」及「尿布回收精靈」的操作，可以讓使用過的紙尿布以高回收效益、低環境汙染及低能量消耗三大環保效益進行回收，且其回收再利用率高達90%以上，可達到徹底回收及價值提升的最佳效益。由於個案公司新創亦將以中小企業模式運營，因此中小企業轉型至循環經濟的挑戰與契機，個案公司皆須如實面對，而為處理數量日益嚴重的環保問題，個案公司具有「大量減廢並可創造90%以上價值提升的優越技術能力」值得政府獎勵與協助，因此個案公司創業初始，在環保法規的深入瞭解、老人安養院及醫院來源端紙尿片的掌握及試驗計畫的進行上都非常需要政府相關單位給予適時的指導與協助，以共同解決台灣日益嚴重的垃圾山問題，並共創廢棄物回收再利用的最高效益。

Circular economy aims only to eliminate waste production. It’s designed to bring about innovation of the entire value chain of an economy, without depending on the end of the waste recycling. The idea of circular economy goes beyond pollution prevention and waste reduction. Circular economy belongs to the major “five plus two” innovative industries which the Taiwanese government has been actively promoting in the last two years. SMEs have been consistently taking powerful influence, in terms of its quantity, average revenue and average export value, on the total economic development in Taiwan. However, SMEs lack of funds, lack of technical research and development capabilities, lack of knowledge and information, increased burden of administrative coordination, susceptibility to low-cost corporate culture, lack of regulatory and policy support, consumer support, which above are the challenges of its transformation to a recycling economy. The unique patented technology of diaper recycle developed by the compa-ny ,with its operation of "Diaper Weight Loss Wizard" and "Diaper Recycling Elves", enables the disposable paper diapers to benefit from three major environmental bene-fits of high recycling efficiency, low environmental pollution and low energy con-sumption. The overall of the resource recycling benefit, are the bulk raw materials re-covered under the low-energy consumption of the case company a recycling efficiency over 90%, which can achieve the best effect of complete recovery and value en-hancement. Due to the start-up of the case company and the mode of SME operation, this will have to face the challenges and opportunities of transition to a recycling economy. In order to cope with the increasingly serious environmental protection, the case company has the capability of handling a great deal of waste reduction, and the supe-rior technical ability to create more than 90% of value-added on the waste treatment, which deserves the government re-wards and assistance. On the initial set up of the company, whether the in-depth understanding of environmental laws and regulations, the last mile source control of used diapers on the elderly and nursing home hospital, and experiment program, urgently need the relevant government agencies to give timely guidance and assistance in order to jointly solve the increasingly serious waste landfill problem in Taiwan and create the best benefit of waste recycling and reuse.
