偏遠地區社區協會之自主性探討-以石𥕢社區發展協會為例

Abstract

偏遠地區的社區協會發展，過往大都著重在依賴政府長期且持續的資源挹注，社區營造發展才得以推動。但經常發現的是，當政府這些資源挹注撤離時，社區協會活動亦隨之延宕或停滯，這樣發展結果，易造成社區協會所推動社區營造成果，前功盡棄，及不利社區永續發展。故本研究企圖探討政府當這些資源不再挹注時，偏遠地區社區如何能夠自主及永續發展。社區協會常缺乏主動建立自主財源之企圖心，探討分析其原因，除了因經濟資源之外，亦應關注社區本身地方上的社會資源及文化資源的發掘程度，才能支撐推動社區協會自主性及發展。本研究採用的是行動研究方法，透過組織實際參與，觀察地方社團及結合外部資源的連結，探索在地經濟、社會與文化資源，營造在地社區的自主性及發展，建立居民的社區共同意識，相互的連結與支持，來促進公共事務的參與，冀望達到從偏遠社區的社區個案探討，展現一個地方自主性參與社區公共事務的實例，以提供偏遠社區之間互相鼓舞砥礪之作用。

In the past, community associations in remote areas relied on the continuous financial and resources injection from government. However, it often found that when government support pulls back, the community activities is inactive as well. Finally, it will cause the community development encountering difficulties. This research attempts to explore that the communities in remote areas how to develop autonomously and sustainably without or with few government financial support. This paper argues that hard up community associations need to take the initiative to establish independent financial sources to keep their alive. Hence, they should pay attention to the extent of the community’s local social and cultural resources to support and promote the autonomy and development of community associations. This research adopts the action research method, through the actual participation of organizations, observation of local associations and the connection of external resources, exploring local economic, social and cultural resources, creating the autonomy and development of local communities, forming the consciousness, making the connection and providing the support among the local residents. In general, this paper explores community cases in remote communities and shows an example of local autonomous participation in community public affairs.
