農村再生計畫條例在地實踐-以嵩山社區為例

Abstract

農村土地因長時間的廢耕或休耕，加上工商業蓬勃發展，吸引農村子弟投身都市，務農人口集中於高齡者，以致昔日的良田漸漸消失殆盡。政府為解決農村土地活化的問題，陸續提出改革方案，過往的方式（如富麗農村等等）因爲隨著時空背景更迭，已不合時宜；遂於民國99年8月頒佈的農村再生條例，推動旅外遊子回鄉協作並鼓勵在地農業產業發展與創立品牌，以創造在地工作機會，確實不失為農村土地改革的良策，本篇論文以嵩山社區為例，在執行農再計畫過程中，作為遇到困難與問題的解決方案；而在執行的成效，自民國104年至108年，已經直接或間接復耕農田約十公頃，且逐年增加；而利用復耕後的農田，孕育出具有地方特色的農產品（千歲米），並且成功建立品牌與銷售管道及土地再利用，展望未來，繼續為社區永續發展邁進，嵩山社區的在地實踐，提供有意成為農再社區的參考典範。

Due to long-term abandonment of farmland along with the booming industrial and commercial development, rural residents have moved to the urban area and result in lac of agricultural labors or even the older ones; not to mention the fertile land gradually disappeared. In order to find a new way coping with the challenges of rural land revitalization, the government has successively proposed reform plans. The previous strategies (such as rich rural areas, etc.) have become outdated due to social rapid change. The implement rural rejuvenation act have been promulgated since August 1999 to promote recreational activities for the society. It is indeed a good strategy for rural land reforming and creating local job opportunities. It facilitates local agricultural industry development and brand creation. This paper takes Songshan community as an example for demonstrating why and how to do it. The author demonstrates that this community has been directly or indirectly restored the fertile agricultural lands, and it has been increasing by year. This community also has successfully established a brand of our products for the public. Looking forward to the future, we will continue to devoting to the sustainable development of the community. The local practice of the Songshan community provides a reference model for its farming counterparts.
