休閒農業發展產業六級化之應用－以福興南和休閒農業區為例

Abstract

臺灣休閒農業，基本上是按照農政單位既定的政策框架發展。其目的是將農業與休閒觀光結合，吸引遊客前來遊憩消費，藉此來提高農村產業的競爭力，增加農村業者的收入，追求永續發展。但是，農業主管機關通常都將資源用於輔導大型農企業的休閒農場，使得其他小農，如家庭農場，缺乏資源情況下，僅能嗷嗷待哺、自求多福。更何況小農彼此之間資源並無共享，更難形成有競爭力的休閒農業區位經濟，造成產業推廣的限制。研究者認為，要提振臺灣整體休閒農業的發展，特別是小農的資源整合，應該從生產、加工到體驗行銷，各級產業相互協力、合作經營，以產業六級化的型態進行垂直與橫向連結，才能夠帶動整體休閒農業的產業轉型升級。據此，本研究企圖以研究者所參與的行動研究來說明推動產業六級化如何讓在地小農的整合來發展複合式的小農休閒農業。本研究場域位在臺灣中北部的福興南和休閒農業區，說明並檢視此休閒農業區的建構過程，希冀藉由產業六級化的具體在地實踐過程，作為其他休閒農業區將來發展的借鏡。並期待透過本研究能夠讓臺灣休閒農業區的各級產業，協力合作、互利共好推動產業六級化的架構下得以永續經營發展。

Taiwan's leisure agriculture is basically developed in accordance with the official agricultural policy. Its purpose is to combine agriculture with leisure and tourism, attract tourists to come for recreation and consumption, to improve the competitiveness of rural industries, increase the income of rural businesses, and to pursue sustainable development. However, the agricultural authorities usually relocate grant budget to the large agribusiness companies while paying less attention to other small farmers, such as family farms. As a result, it is more difficult for small farmers to produce a competitive leisure agriculture value in the market. My work here is to argue that the development of leisure agriculture in Taiwan should integrate resources to smallholder farmers, industries at all levels and work together to promote a better agrieconomy. It can operate in cooperation from production, processing and service in a six-level industry. Such connection could arise the overall industrial transformation and upgrade the leisure agriculture. Based on this, this research attempts to use the action research, that a researcher has been participating in, to implement a three-sector plus model economy. This research will also demonstrate how to integrate local small farmers to manage a leisure agriculture business belt. The research sitting is located in Tongxiao Fuxing-Nanhe Leisure Agricultural District in north-central Taiwan. Through reviewing the process of managing this leisure agricultural area in detail. It is expected that this leisure agricultural area will be a role model of all sustainable leisure agricultural areas.
