Authors: | 王美惠 | Keywords: | 非營利組織;都市原住民照顧發展計畫;至善基金會;社會經濟產業化;快樂大掃;nonprofit organization;urban aboriginal care development program;Zhi-Shan Foundation Taiwan;social economic industrialization;Happy Cleaners | Issue Date: | Jul-2019 | Abstract: | 依據統計顯示台灣原住民族佔總人口數的2﹪約有566,129人,由於謀生不易之因,總人口已有一半遷離其原鄉部落。原住民族因生計型態的演變與外移趨勢,而產生都市原住民。本研究探討非營利組織都市原住民照顧發展計畫,以至善基金會推動的都市原住民照顧發展計畫快樂大掃方案為研究對象。採取個案分析的研究,透過社會經濟產業化及原住民族照顧發展等相關文獻分析、參與觀察和深度訪談利害關係人。研究發現都市原住民解決都原婦女貧困的問題,最重要是就業問題、提升都市原住民增加收入、改善經濟、提升自信心從都原角度快樂大掃,至善基金會它主要部分,快樂大掃是最成功的。研究呈現至善基金會都市原住民照顧發展計畫的成效與服務影響力,建立都市原住民照顧發展計畫,以提升婦女就業機會,翻轉貧窮困境,標竿學習,未來邁向合作社。 Statistics shows the population of Taiwan aboriginal are about 566,129 people and the proportion of the population is 2. Due to making a living is not easy in original communities, half of the population have moved to urban cities for better chances. With the changes of livelihood patterns and the outflow of aboriginal population, it comes out urban aboriginal. This research is focus on an urban aboriginal care and development program called “Happy Cleaners” promoted by an nonprofit organization, Zhi-Shan Foundation Taiwan, to solve employment problems economically disadvantaged urban aboriginal women encounter. There are three research methods used in this paper: literature analysis, participant observation, and in-depth interview. Based on Social Economic Industrialization Theory, the researcher analyzes aboriginal care development literatures, and Happy Cleaners participants’ in-depth interview content. From Happy Cleaners’ point of view, this project do solve the main problem economically disadvantaged urban aboriginal women encounter: employment. And it have risen women’s incomes, improve their families’ economic situations, and boost their confidences. Happy Cleaners has become a main and the most successful project of Zhi-Shan Foundation Taiwan have promoted on urban aboriginal care and development issue. This research shows the effects and the impacts of the project of Happy Cleaners held by Zhi-Shan Foundation Taiwan and focuses on urban aboriginal women care and development. The purpose of this project is rising the employment of urban aboriginal women, converting economically disadvantaged situations, benchmarking, and forming a co-op in the future. |
