新北市金山區高齡者送餐服務受餐者之社會投資報酬分析－以社團法人中華民國新生活社會福利發展促進會為例

Abstract

人口老化問題日益嚴重，政府針對人口老化制定多項政策，如何面對人口老化問題已成為政府重要課題，在資源有限的情況下，如何達成更大的社會影響力將成為執行單位與政府的重要課題。台灣社會投資報酬分析於2016開始與社會價值國際（Social Value International）接軌後，其年度送交審查報告數量也不斷提升，參與社會投資報酬分析包含了公部門、非營利組織、社會企業、科技公司、銀行等共計21份認證報告，可見社會投資報酬分析已成為台灣具有公信力的評估方式。本研究社會投資報酬率分析，以金山區高齡者送餐服務之20位受餐者進行分析，利用深度訪談、參與觀察等方式，對參與2019年送餐服務之受餐者進行研究，探討送餐服務對受餐者造成之影響與改變。分析結果表示，每投入1元，將獲得1.304元社會價值回報，影響力占比前五名的成果為「準備餐食更方便」、「節省煮飯花費」、「滿足每日食物需求」、「餐食更新鮮」與「準備餐食更安全」，可見送餐服務主要影響在於，解決受餐者因身體機能衰退所造的不方便與安全問題，並減輕其經濟負擔。

In Taiwan the Ageing problem is getting intensified continuously, which is an imminent issue and the government has established diverse policies to deal with it. The executive and the government are facing the task how to produce more social impact provided with limited resources. Taiwan social investment on return assessment integrated into Social Value International in 2016, the number of submitted reports have added from that time on. So far there are 21 reports submitted by like public sectors, non-profit organizations, socal enterprises, science and technology companies, banks etc… Obviously, social investment on return assessment has been credible in Taiwan now. In this research, the social return on investment assessment was used on the impact analysis of 20 meal recipients of Jinshan District’s elderly meal delivery service. By in-depth interviews and participation observations, the research was conducted to study the impact and the change of the meal delivery service on the meal recipients in 2019. The analysis result shows that for every NT$ 1 invested, NT$ 1.304 of social value return is obtained. The top five influential achievements are it’s more convenient to prepare meals, cooking costs are reduced, daily food needs are satisfied, food is fresher and it’s safer without going to kitchen. The main impact of the meal delivery service is to solve the inconvenience and safety problems caused by the decline in the physical function of the recipients, and to ease their financial burden as well.
